Ukrainian Russian part-time project assistant
SKL International will support the decentralization process in Ukraine through a 3, 5 years long project (September 2014 - December 2017) financed by the Swedish International Development Cooperation Agency (Sida). For the project, SKL International is looking for a dynamic and self-motivated project assistant that can oversee finances, organize and oversee logistics and assist with translation between Russian &/or Ukrainan and Swedish when required. The project assistant will be based at SKL International´s office in Stockholm. The job may include trips within Sweden as well as to the Nordic Countries and Ukraine. As Project Assistant, your main responsibilities & accountabilities will be: - Provide logistic and organisational support to activities from Swedish side such as study visits, exchanges, workshops and meetings - Accountable for the accuracy, quality and timeliness of administrative support tasks including logistics and finances. - Planning and following up on project activities, as required, to assist in the implementation of project activities - Provide administrative and financial support to project including financial control, financial monitoring, processing payments and invoices, contractual administration and other administrative tasks - Assisting with preparation of project reports and budgets as required - Assisting with translation between Russian &/or Ukrainian and Swedish when required The Project Assistant is expected to have: - Previous experience providing similar administrative support functions, knowledge of basic financial management will be considered an advantage - University degree and a few years working experience in the public or private sector, preferably with specialisation in public administration - International experience from studies, internship or work abroad - Excellent computer and IT skills - Excellent organisational and interpersonal skills including attention to detail, ability to multi-task and follow-up - Self-motivated, able to take initiative and cooperate flexibly within limited time frames and in different cultural settings - Demonstrated communication, reporting and writing skills The preference is to start as early as possible.

Project Controller/Financial Administrator
SKL International is expecting to implement phase 1 of component 2 of the project Ukraine Local Empowerment, Accountability and Development programme (U-LEAD) on behalf of its client. In anticipation of the project, SKL International is looking for a temporary Project Controller/Financial administrator. Contracting for this position will depend on final approval of the project by the client. Tentative outline of tasks and responsibilities: - Developing and implementing financial and administrative routines for the project in Stockholm, and for coordination between Ukraine and Stockholm; - Financial and other administrative support tasks for the project, including day to day accounting, financial control, financial contractual administration, problem solving and updates of administrative financial routines, payments, other administrative tasks; - Communication on financial routines, ensuring that they are being followed consistently, and support to all project team members; - Contribute to development of financial and administrative routines for the Team in Ukraine and continuously support financial staff in Ukraine; - Accurate and timely regular follow-up of financial expenditures, budgets, contracts and other financial and administrative tasks, as well as accurate and timely reporting; - Contribute to development, implementation and monitoring of budget planning process; - Contribute to procurement of goods and services in Sweden and Ukraine; - Contribute to financial reporting to the client; - Some accounting and financial and administrative support to other projects implemented by SKL International. Required Skills and Experience - Bachelor degree in a relevant academic field, or equivalent knowledge and skills acquired elsewhere; - Experience of developing and implementing financial and administrative routines; - Experience in budgeting, follow-up and financial reporting; - Good knowledge of IT systems for financial and administrative follow-up, as well as ability and willingness to learn new systems. Additional skills and experiences - Experience of working with International Development Cooperation projects, or other projects involving partners or entities in countries outside of the EU; - Experience of project accounting; - Experience of procurement of services and goods, including needs analysis, procurement laws and practices, contracting and follow-up; - Knowledge of and/or experience of working in or with Eastern Europe and/or Central Asia. Competencies - Professionalism and attention to detail; - Flexibility and willingness to learn; - Problem solving and innovation skills; - Ability to exercise good judgement and act with ethics and integrity; - Ability to work effectively as part of a team and to support and advice finance and non-finance colleagues in a helpful and accessible way; - Fluent English and Swedish and proficient Ukrainian and/or Russian required. Project Manager, Middle East and North Africa SKL International is looking for an experienced and dynamic project manager to lead its work in the Middle East and North Africa (MENA) region. This includes managing an ongoing project, the Tunisia Local Governance Project, and other short-term assignments, as well as identifying and developing new opportunities in the region. About SKL International SKL International is the Swedish Association of Local Authorities and Region's (SALAR's) organisation for international development cooperation. We build the capacity of local and regional governments so they can lead in a more effective, democratic and inclusive way. Our projects are primarily financed by Sida and reflect the Swedish Government?s priorities for international development cooperation. As a subsidiary of SALAR, SKL International draws on the resources, knowledge and expertise of Swedish municipalities and counties/regions in our projects. It supports decentralisation reforms in Tunisia by informing policy development, improving municipal financing system, strengthening the National Federation of Tunisian Cities and promoting exchange within the region. The Project Manager will have full responsibility for managing the project and ensuring that it achieves its objectives. This includes leading the project team located in Stockholm and Tunis, hiring and overseeing consultants, organising project activities, monitoring and reporting on project progress, and ensuring that the project is on track to meet its objectives. Project Manager, Latin America
SKL International is looking for an experienced and dynamic project manager to lead its work in the Latin America region. This includes managing international development projects in the region that are primarily financed by the Swedish International Development Agency (Sida, www.sida.se). The focus of these projects is improving local democracy and sustainable urban development. This role will manage one or more international development cooperation projects in Colombia, Bolivia and/or Cuba with support from colleagues in Stockholm and in Latin America. The Project Manager will have full responsibility for managing the project/s. This includes planning, budgeting, monitoring and reporting on the project/s, organising project activities, hiring and overseeing consultants, leading project teams, ensuring that project administration including financial reporting and controls are carried out effectively, and ensuring that the projects are on track to meet their objectives. In addition, the Project Manager will strategically lead SKL Internationalâs work in Latin America. This includes monitoring developments in the region; identifying, developing and negotiating new project opportunities; leading or contributing to the development of new project proposals; and continuously building SKL Internationalâs networks and contacts in the region. PROFILE The successful candidate will: - Have experience of working with the Latin America region, and preferably have lived there at some point - Be highly professional and able to independently represent SKL International in negotiations with senior stakeholders - Be able to lead, motivate and organise teams based in different locations as well as contribute as a team member within SKL International - Be proactive and take responsibility for achieving results - Have a high degree of initiative and self-motivation, with an ability to identify risks and opportunities and respond accordingly - Demonstrate flexibility and good judgement, and be able to solve issues in consultation with others - Be able to adapt to different situations and cultures and have excellent interpersonal skills. QUALIFICATIONS In addition to the profile above, the Project Manager should - Have extensive experience in international development cooperation and project management preferably related to local and regional governance - Have a good knowledge of Swedenâs international development cooperation policies and/or of working with Sida - Have experience of local governance, decentralisation or democracy issues AND/OR experience working with environmental management, urban development, urban planning or sustainability related issues - Have experience working with different project management tools and approaches - Have relevant academic education; preferably a Masterâs degree in a relevant subject such as governance, public administration, development studies, environmental management, urban development, urban planning or sustainability issues - Be skilled in Microsoft Word, Powerpoint and Excel and be able to work with budgets and numbers as well as with text - Be fluent writing and speaking in Spanish as well as Swedish and/or English. Urban Specialist, SymbioCity Approach
SKL International is looking for an experienced and dynamic urban specialist to lead its strategic work with the SymbioCity Approach (SCA) â a concept and platform to support sustainable urban development and alleviate urban poverty around the globe. This includes providing strategic direction to ongoing SCA initiatives as well as the long-term development of SKL Internationalâs SCA platform. The Urban Specialist will also be responsible for providing hands-on support to SymbioCity projects in the Sub-Saharan region. More specifically s/he would be responsible for: - Providing strategic direction to ongoing SCA initiatives and the long-term development of SKL Internationalâs SCA platform. - Identifying key learnings from existing SCA initiatives for knowledge sharing, communication, policy influence and development of the SCA platform. - Identifying and developing relevant knowledge products for the SCA platform. - Developing SCAâs policy work in SCA cooperation countries and other targeted countries prioritized by Sida. This includes networking and building relationships with relevant international and national stakeholders in the urban sector in targeted countries. - Developing and implementing SCA networking activities. - Providing strategic direction and technical support to potential new SCA programmes and projects. Additionally, the Urban Specialist is also expected to work operationally with one of the upcoming city projects in the Sub-Saharan region (possibly Zimbabwe, Ethiopia or Zambia). The main task will be to manage and provide hands-on support to cities in the implementation of the SymbioCity Approach. This entails process support, coordination and providing technical expertise to the targeted cities as well as to draw conclusions that are of general benefit for urban stakeholders in the country and elsewhere.
